工业聚集区碳排放优化调整常用措施研究

摘　　要：随着我国经济快速发展,碳排放量呈逐年上升趋势。针对这一情况,我国提出“碳达峰”“碳中和”策略,对碳排放产业的布局进行优化调整,并将电力、钢铁、建材、有色、石化、轻工列为碳排放的重点行业进行重点监管,并出台政策鼓励督促产业聚集区主体进行以减碳为目的的布局优化。本文将布局优化的措施概括为聚集区自身调整、碳排放交易、减碳技术改造、可再生能源使用等。并认为,如果要顺利按计划实现“碳达峰”“碳中和”,需要市场主体产生对生产工艺进行绿色改造的原动力,增加对碳交易的积极性,也需要国家加强相关的法律和政策支持,并使相关政策形成体系。With the rapid development of China's economy,carbon emissions have been increasing year by year.In response to this situation,China has proposed the"carbon peak"and"carbon neutrality"strategies,optimized and adjusted the layout of carbon emission industries,and listed electricity,steel,building materials,non-ferrous metals,petrochemicals,and light industry as key industries for carbon emission supervision.Policies have been introduced to encourage and urge the main body of industrial clusters to optimize their layout with the goal of reducing carbon emissions.This article summarizes the measures for layout optimization as self adjustment of gathering areas,carbon emission trading,carbon reduction technology transformation,and the use of renewable energy.It is also believed that in order to successfully achieve"carbon peak"and"carbon neutrality"as planned,market entities need to generate the driving force for green transformation of production processes,increase their enthusiasm for carbon trading,and strengthen relevant legal and policy support from the state,forming a system of relevant policies.
