中国和塔吉克斯坦产业合作路径——以中国企业入驻塔自由经济区为视角

摘　　要：塔吉克斯坦是中亚第一个签署共建“丝绸之路经济带”谅解备忘录的国家,同时也是最早与中国建立全面战略伙伴关系的中亚国家。塔吉克斯坦不仅对保障中国周边安全具有重要意义,也对“一带一路”建设起着示范和带头作用。当前,中塔两国都希望“一带一路”倡议与2030年前塔吉克斯坦国家发展战略实现对接,以进一步深化经贸合作,尤其是产业合作。自由经济区作为塔吉克斯坦拥有特殊优惠政策的区域,旨在吸引外国投资带动国内制造业发展,不仅有助于促进塔国内构建完善的工业体系,也对推动中塔企业合作具有重要意义。该文梳理塔吉克斯坦5个自由经济区运营情况,重点分析中国企业入驻塔自由经济区开展产业合作的有利条件和不利因素,认为应充分利用自由经济区作为中塔产业合作的重要平台,并从投资区域、投资领域、投资风险防范等方面提出前瞻性建议,为中国企业“走出去”提供参考依据。China and Tajikistan are looking forward to the interconnection of the Silkroad Economic Belt Initiative and the National Development Strategy of the Republic of Tajikistan for the Period up to 2030 may deepen economic and trade cooperation,especially industrial cooperation.Explaining the cooperation of Free Economic Zones in Tajikistan,this paper attaches importance to favorable and unfavorable factors behind the entry of Chinese enterprises into the zones for bilateral industrial cooperation.This paper holds that it is advisable to make the free economic zones an essential platform for China-Tajikistan industrial cooperation and proposes forward-looking advices from the perspectives of investment regions,scopes,risk prevention,etc.to provide reference for the outbound investments of Chinese enterprises.
