摘　　要：国家治理体系是一个国家体制机制制度的集中体现。行政伦理总是在特定的治理体系中形成并发挥作用,治理体系决定了行政伦理的来自及其价值立场。我国有着独特的国家治理体系,中国共产党是集领导党和执政党于一身的核心政治力量,主导着国家治理过程。公务员则在中国共产党领导下履行公共管理职权。这种独特的国家治理体系必然赋予我国行政伦理以鲜明的中国特色,表现为行为主体仅限于公务员个体,而不包括行政组织;价值标准必然由中国共产党执政伦理所派生,并因此具有鲜明的政治性。中国共产党的执政伦理强调坚持党的领导、人民当家作主、依法治国有机统一,这与治理现代化价值逻辑高度契合,为中国共产党处理与人民、国家机关和各民主党派三大政治关系提供了基本的价值遵循。与此相适应,在治理现代化视域下,应面向如何处理好与党、人民群众、国家权力和所在组织等四重关系建构行政伦理价值体系,包含四组基础价值观:忠诚、服从;为民、为公、服务、拼搏、奉献、无私、务实、民主、协商、公开、透明;守法、公平、公正;负责、勤政、廉政、高效。从治理体系和治理能力现代化的角度来看,应侧重于行政伦理规范建设,以形成公务员对行政伦理价值的认同,提升公务员的行政伦理决策能力和行政伦理道德德性,以强化公务员对行政伦理价值的认同。The state governance system is a concentrated embodiment of a country's institutional mechanism.Administrative ethics always form and play a role within specific governance systems,with the governance system determining the source and value position of administrative ethics.China has a unique state governance system,with the Communist Party of China(CPC) serving as the core political force,both as the leading and governing party,thus guiding the national governance process.Civil servants exercise public administrative authority under the leadership of the CPC.The CPC possesses administrative ethics highly aligned with the value logic of governance modernization,which is upholding the unity of Party leadership,the people running the country,and law-based governance,thereby providing essential value adherence for the CPC in managing the three major political relationships with the people,state organs,and various democratic parties.Correspondingly,in the view of the modernization of governance,construction of the administrative ethics value system should be oriented towards to how to handle the fourfold relationships with the Party,the people,state power,and their respective organizations.From the perspective of modernizing the governance system,efforts should be focused on strengthening the construction of administrative ethics norms,thereby forming civil servants' identification of administrative ethical values.From the perspective of modernizing governance capabilities,efforts should be focused on enhancing the decision-making abilities and moral character of public servants in administrative ethics,thereby strengthening the identification of administrative ethical values.
