摘　　要：公共文化服务均等化是全面建成小康社会的重要标志。文章回顾了图书馆在公共服务均等化保障中的法律保障、体制变革、规划引领、服务创新等实践路径,总结了其资源与服务保障能力不断增强、区域发展差距不断缩小、基层均等化服务显著提升、人民群众的文化权益均得到基本保障等主要历史贡献,提出新时代图书馆应当紧密把握高质量发展的时代特征,进一步推进优质均衡的图书馆现代化体系建设,实现城乡一体化、区域平衡和人群均等化的目标。The equalization of public cultural services is an important symbol of building a moderately prosperous society in all respects.The article reviews the practical paths of libraries in ensuring equal access to public services,including legal protection,institutional reform,planning guidance,and service innovation;and summarizes its main historical contributions:the continuous enhancement of resource and service guarantee capabilities,the narrowing of regional development gaps,the significant improvement of grassroots equalization services,and the basic protection of cultural rights and interests of the people;finally,it is proposed that libraries in the new era should closely grasp the characteristics of high-quality development,achieve the goals of urban-rural integration,regional balance,and population equalization,and further promote the construction of a modern system of high-quality and balanced libraries.
