摘 要:我国水资源短缺,提升工业用水效率能够有效缓解水资源压力。针对现有工业用水计划中历史法和定额法的不足,通过探索不同时效因子组合对计划用水核定的影响,引入规模因子反映用水户的用水需求变化,采用动态标杆-定额限制法确定事务性、成效性因子赋值,提出年计划-季调节的动态管理模式,构建计划用水动态核定方法。案例分析结果表明:某用水户实际用水占核定计划用水的93.0%,经过季调节优化后,该比例提升至99.1%。该方法不仅克服了传统方法中的“滞后效应”和“鞭打快牛”的缺陷,还能够有效盘活计划用水与实际用水的差额,使工业用水分配合理化,实现了水资源在工业用水方面的高效利用。Water resource shortage is more and more serious in our country.Improving industrial water use efficiency can effectively reduce water stress.We proposed a dynamic calculation method for water use planning and integrate the consideration of four distinct factors.This work meticulously examines the impacts of various temporal spans and scales.We ascertain the value of transactional and effective factors using the dynamic bench marking-quota limit method.Subsequently,a dynamic management model that emphasizes annual planning coupled with quarterly adjustments was proposed.A case study demonstrates a 93.0%completion rate for the water use plan in a water user,a percentage that increases to 99.1%after optimization through quarterly adjustments.This method effectively addresses the shortcomings of traditional approaches,rectifying issues such as the 4 lag effect’and the unjust penalization of high-efficiency water users.Furthermore,it significantly narrows the gap between planned and actual water usage.The rational dis-trihution of industrial water has realized the efficient utilization of water resources in industrial water use.
