摘  要:加快以大数据中心等为代表的数字基础设施建设对实现高质量发展、推进城市创新发展意义重大。本文以“国家大数据综合试验区”设立为准自然实验,基于2011—2019年中国285个地级市研究样本,运用双重差分法考察大数据试验区建设对城市创新效率的影响及作用机制。研究发现:国家大数据试验区建设能显著促进城市创新效率的提升,且主要表现为促进城市技术研发效率提升,但对城市成果转化效率的影响不明显;作用机制检验发现,国家大数据试验区建设可通过强化企业信息化建设、促进数据资源共享和激发城市创业活跃度促进城市创新效率提升;异质性检验发现,在经济发展水平较高城市、大规模城市、低数字产业集聚水平城市和低创新水平城市中,大数据试验区建设促进了城市创新效率提升;相比于非跨区域布局模式,跨区域布局模式的国家大数据综合试验区政策试点对城市创新效率的促进作用更加明显。Accelerating the construction of digital infrastructure represented by big data centers is of great significance to achieving high-quality development and promoting urban innovation and development.With the establishment of the“National Big Data Comprehensive Pilot Zone”as the standard natural experiment,based on the research samples of 285 prefecture-level cities in China from 2011 to 2019,this paper investigates the impact of the construction of national big data centers on the efficiency of urban innovation and its mechanism by using the method of differential difference.The study found that:the construction of big data centers has significantly promoted the improvement of urban innovation efficiency,and it can effectively improve the efficiency of urban technology research and development;The mechanism test found that,the construction of big data centers can promote the improvement of urban innovation efficiency by strengthening enterprise informatization,data resource sharing and enhancing urban entrepreneurship activity;The heterogeneity test found that,cities with high level of economic development,large-scale cities,cities with low digital industrial agglomeration level and cities with low innovation level,big data center construction promotes the efficiency of urban innovation.Compared to the non-cross-regional layout mode,the national big data comprehensive pilot zone policy pilot has played a more obvious role in promoting urban innovation efficiency.The research conclusions provide a reference for improving the construction quality of national big data comprehensive demonstration zones and accelerating the promotion and implementation of innovation-driven development strategies.
