摘  要:在风险社会和竞争时代,推动高水平教育对外开放的难度愈发凸显。为了适应激烈的教育出口竞争、教育数字化转型与教育高质量发展要求,英国在数字治理赋能高等教育对外开放方面作出了诸多有益尝试。英国通过修订出口数据统计标准、夯实数字化平台基座、建立数据管理机制、汇集内外部营销信息和多方解读数字化应用场景,来提升国际高等教育的韧性和竞争力。通过这些措施,英国可获取可靠数据、提高数据采集效率、优化数据利用生态、获取全面的市场洞察,以及充分挖掘数据价值。从英国数字治理赋能高等教育对外开放的实践中,可以发现其融合“治数”和“数治”的治理思维,构建起“共治”与“法治”并行的治理模式。In the risk society and competition era,it is much more difficult to promote high-standard opening-up of education.In order to adapt to the fierce competition for education exports,the digital transformation of education and the requirements of high-quality development of education,the UK has made many useful attempts in digital governance to empower the opening-up of higher education.The UK improve the resilience and competitiveness of its international higher education by revising the statistical standards for export data,consolidating the digital platform base,optimizing the digital management mechanisms,gathering internal and external marketing information and multiple stakeholders'participation of interpreting digital application scenarios.With these measures,the UK can obtain reliable data,improve data collection efficiency,optimize the ecology of data utilization,gain comprehensive market insights,and maximize the value of data.From the practice of digital governance empowering the UK's opening-up of higher education,it can be found that the UK integrates the governance thinking of"governance of data"and"governance based on data"and builds a parallel governance model of"shared governance"and"the rule of law".
