摘　　要：新时代以来,面对风云变幻的国际环境,以习近平同志为核心的中央领导集体更加注重战略问题,不仅继承了优良的战略传统,还在战略思想方面不断创新,为新时代推动中华民族伟大复兴和构建人类命运共同体提供了重要支撑。尤需注意的是,新时代中国国际战略思维的革故鼎新,不仅延续了对战略思维高度重视的传统,而且为战略信心、战略定力和战略主动等注入了新的内涵,构成了新时代中国国际战略思维的内在逻辑。具体而言,要以战略自信应对战略挑战、以战略定力应对战略变化、以战略主动谋取战略优势。保持战略自信对于当前中国攻坚克难极为重要,这是应对国际环境诸多挑战的必然要求、坚持自信自立的内在要求、激发斗争精神的动力来源,为此要发挥制度优势、保持战略清醒、加强战略动员。保持战略定力是应对风云变幻的国际环境、实现长期战略目标和大国竞争的需要,为此要准确研判战略态势、坚持不懈推进战略目标和加强战略执行。保持战略主动是基于战略环境主动识变应变、主动出击防范化解战略风险、赢取战略优势主动作为的综合考虑,为此需要加强战略前瞻性研判、积极主动作为和抢占战略制高点。Since the dawn of the new era,amid an increasingly complex global landscape,the central leadership under Xi Jinping’s guidance has prioritized strategic considerations.They have not only upheld established strategic traditions but also embarked on continuous innovation in strategic thought,providing crucial support for the nation’s rejuvenation,and the fostering of a community with a shared future.It is noteworthy that China’s international strategic thinking in this new era,while maintaining its traditional gravity,has evolved to encompass strategic confidence,focus,and initiative,forming the bedrock of its strategic framework.Specifically,addressing strategic challenges with confidence,adapting to evolving circumstances with focus,and pursuing strategic advantages with initiative are paramount.Firstly,maintaining strategic confidence is imperative for China to navigate current challenges,reflecting both the necessity of responding to global uncertainties and the intrinsic values of self-reliance and confidence,which serve as catalysts for resilience.To this end,leveraging institutional strengths,maintaining strategic clarity,and enhancing strategic mobilization are indispensable.Secondly,maintaining strategic focus is essential for navigating the ever-changing global environment,achieving long-term strategic objectives,and competing effectively as a major power.Accordingly,accurate assessment of strategic landscapes,relentless pursuit of strategic goals,and robust strategic execution are vital.Lastly,maintaining strategic initiative entails proactive adaptation to environmental shifts,preemptive measures to mitigate risks,and seizing opportunities to secure strategic advantages.Hence,enhancing strategic foresight,proactive engagement,and strategic positioning are imperative.
