摘 要:住院病案首页是提供医院住院病案信息的关键,直接影响着医院数据统计、医疗质量评估、医保结算、疾病分组等。本文以某市医院协会病案管理专委会为例,探讨了依托医院协会平台强化病案编码人才建设的实践和思考,旨在为推动全市医院高质量发展和提高医院管理水平提供参考。本文首先分析了住院病案编码的重要性和编码专业人员的现状,然后介绍了专委会通过开展住院病案编码师资培训、从业人员培训、专业技能大赛、研讨交流等多种形式,有效促进了该市各级医疗机构住院病案编码人员更规范准确使用全国统一的疾病编码和手术编码,提升了编码人员专业能力和住院病案首页质量管理水平。比较前后两次的调研数据发现,近10年来全市各医疗机构的病案科编码专职人员配置、学历、职称结构等明显优化,编码从业人员的持证上岗比例显著提高。本文还从制定符合实际的编码人才引进标准和计划、完善住院病案编码人才培养方式和方法、构建灵活科学的编码人才考核评价体系、优化医院住院病案编码人才管理等方面提出了建设编码人才队伍的思考和建议。The front page of inpatient medical records is the key to provide inpatient medical records information,which directly affects hospital data statistics,medical quality assessment,medical insurance settlement,disease grouping and so on.Taking the special committee of medical record management of a city hospital association as an example,this paper discussed the practice and thinking of strengthening the construction of medical record coding talents relying on the platform of hospital association,aiming to provide reference for promoting the high-quality development of the city's hospitals and improving the level of hospital management.This paper first analyzed the importance of inpatient medical record coding and the current situation of coding professionals,and then introduced that the special committee effectively promoted the inpatient medical record coding staff at all levels of medical institutions in the city to more standardized and accurate use of the national unified disease code and surgical code through various forms of teacher training,practitioner training,professional skills competition,discussion and exchange.It has improved the professional ability of coding personnel and the quality management level of inpatient medical records.Comparing the survey data before and after two times,it was found that in the past 10 years,the medical records department of the city's medical institutions had significantly optimized the allocation of full-time coding personnel,educational background,title structure,and the proportion of coding practitioners holding certificates had significantly increased.This paper also put forward some ideas and suggestions on the construction of the coding talent team from the aspects of formulating the standards and plans for the introduction of coding talents that meet the reality,improving the training methods and methods of inpatient medical record coding talents,constructing a flexible and scientific evaluation system for coding talents,and optimizing the management of inpatient
