耕地休耕补偿问题研究进展与展望

摘　　要：耕地休耕补偿是耕地保护研究领域的热点之一。沿着休耕补偿研究自然形成的“前期-中期-后期”轨迹,现有研究从“休耕补偿政策剖析与比较”出发,着力于“休耕补偿与农户行为决策”,落脚于“休耕补偿的政策效应与评估”。研究发现:代表性国家和地区的休耕补偿政策各有特点,中国的休耕政策相对简单,仍需完善;休耕补偿对农户行为决策存在正向影响,但不同类型农户的差异性以及较多具体因素的影响路径仍不明确;休耕补偿主要表现为减贫增收和环境增益效应,但效应评估方法和影响机制研究仍不成熟。总体而言,现有研究对休耕补偿实践关注较多,但缺乏理论成果,休耕补偿政策的理论内核研究亟待加强;休耕补偿与农户行为研究较多,但系统性欠佳,休耕补偿与各主体行为的系统性研究是未来研究重点;休耕补偿效应研究相对较薄弱,休耕补偿效应的综合交叉研究有待进一步丰富。The research on the compensation of land fallow is one of the hot spots in the field of arable land protection.The purpose of this study is to systematically summarize the research progress on compensation of land fallow,and improve the compensation mechanism.The method of literature survey is employed.The results show that the existing literature can be divided into three stages according to time:prophase,middle phase,and late phase.In the prophase,fallow compensation policies of representative countries and regions are the focus.These policies have their own characteristics,but China's fallow policy is relatively simple and needs to be improved.In the middle phase,peasant household behavior is the focus of research,but the differences between different types of peasant households and the influence of many specific factors are still unclear.In the later phase,fallow compensation effect is the focus of research,but the effect evaluation method and influence mechanism research are still not mature.In general,there is a lot of research on the implementation of fallow compensation policy,but there is a lack of theoretical achievements.Therefore,the theoretical research of fallow compensation policy needs to be strengthened.And the research system of the relationship between fallow compensation and farmer's behavior has not been established,which will be the focus of future research.The research on fallow compensation effect is relatively weak,and the comprehensive crossover study of fallow compensation effect needs to be further enriched.
