摘　　要：立足新征程,面对当前复杂的国内外形势,党中央作出重要战略部署,强调要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,着力推动高质量发展,这既是按照党的二十大部署推进中国式现代化须遵循的根本方法,也是夺取新时代中国特色社会主义新胜利、实现中华民族伟大复兴的必然要求。黑龙江省作为沿边开放大省,已成为我国“向北”开放的重要窗口,实现黑龙江高质量发展是推动党的二十大精神在黑龙江落地生根,将党的二十大精神转化为全面深化改革的生动实践。着力推动黑龙江高质量发展,要不断巩固自身建设,将良好的政策环境、优质的开放平台以及丰富的人文交流融入高质量发展格局。Based on the new journey and in the face of the current complex domestic and international situation,the Party Central Committee has made important strategic arrangements,emphasizing the need to accelerate the construction of a new development pattern in which domestic and international dual circulation promote each other,and strive to promote high-quality development,which is not only the fundamental method to be followed to promote Chinese-style modernization in accordance with the deployment of the 20th National Congress of the Party,but also an inevitable requirement for winning new victories in socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation.Heilongjiang Province,as a major province implementing an opening-up policy along the border,has become an important window to show northern China’s opening up,and realizing the high-quality development of Heilongjiang Province is to promote the spirit of the 20th National Congress of the Party to take root in the Province and transform the spirit of the 20th National Congress of the Party into a vivid practice of comprehensively deepening reform.To promote the high-quality development of Heilongjiang Province,we must continue to consolidate our own construction and integrate a good policy environment,high-quality open platform and rich people-to-people exchanges into the high-quality development pattern.
