摘　　要：基层社会治理结构转型作为国家治理体系和治理能力现代化的切入点和突破口,在社会治理现代化过程中具有重要意义。文章通过剖析基层社会治理结构转型的理论逻辑,阐述基层社会治理结构转型面临的三重困境:科层秩序的理性化认知困境、结构功能秩序公共性缺失的自主性困境和合作秩序的集体行动困境,重构治理主体的话语关系、行动关系、责任关系,增强基层社会治理的弹性空间、自治空间和活力空间,化解三重秩序困境,实现基层社会治理的结构转型,构建共建、共治、共享社会治理新格局。The transformation of grassroots social governance structure,as a starting point and breakthrough point for the modernization of the national governance system and governance capacity,is of great significance in the process of modernization of social governance.By analyzing the theoretical logic of the transformation of grassroots social governance structure,this paper elaborates on the three dilemmas faced by the transformation of grassroots social governance structure:the rational cognitive dilemma of bureaucratic order,the autonomy dilemma of the lack of public nature of structural and functional order,and the collective action dilemma of cooperative order.It expects to reconstruct the discourse,action,and responsibility relationships of governance entities,enhance the flexibility,autonomy,and vitality of grassroots social governance,resolve the triple order dilemma,achieve structural transformation of grassroots social governance,and build a new pattern of co construction,co governance,and shared social governance.
