摘　　要：为科学评价国际工程承包项目在多元文化背景下的管理成熟度,提高其在海内外市场的竞争力,文中提出了一种基于OPM3的成熟度评价模型。该模型在OPM3三维模型的基础上,嵌入多元文化冲突管理维度,构建指标识别的四维模型,得到评价指标;采用德尔菲法计算指标权重;构建基于灰色理论的成熟度评价模型;最后将该评价指标体系与模型运用于肯尼亚国防部EMBAKASI飞机库项目。研究表明,该项目管理成熟度为控制级,文中还根据项目具体情况提出了三条建议。To scientifically evaluate the management maturity of international engineering contracting projects in a multicultural context and improve their competitiveness in domestic and foreign markets,this paper proposes a maturity evaluation model based on OPM3.The establishment and application process of this model is as follows:firstly,based on the OPM3 three-dimensional model,the dimension of multicultural conflict management is embedded,and a four-dimensional model for indicator recognition is constructed to obtain evaluation indicators;Secondly,the Delphi method is used to calculate the weight of indicators;Again,construct a maturity evaluation model based on grey theory;Finally,apply the evaluation index system and model to the EMBAKASI aircraft hangar project of the Kenyan Ministry of Defense.Research has shown that the project management maturity is at the control level,and three suggestions have been proposed in the article based on the specific situation of the project.
