摘　　要：[目的/意义]解析我国元宇宙政策内涵,揭示政策制定者的意图和目标,以期为元宇宙政策体系研究提供参考。[方法/过程]构建“政策工具—产业链—参与主体”三维分析框架,利用12项基本政策工具融合产业链与参与主体,对我国元宇宙政策文本进行计量分析。[结果/结论]各地元宇宙产业发展目标差异明显,对规划的认知也有所不同;各地元宇宙发展的共同点集中在技术创新、推动产业发展、制定发展规划和行动计划等方面。优化建议:加强政策宣传和培训;建立产业发展的标准体系;加强关键技术研发和创新;引导产业生态的构建和发展。[Purpose/significance]This paper analyzes the connotation of China’s metaverse policy and reveals the intentions and goals of policy makers,with a view to providing reference for the research on the metaverse policy system.[Method/process]The study constructs a three-dimensional analytical framework of“Policy Tools-Industrial Chain-Participating Entities”,and uses 12 basic policy tools to integrate the industrial chain and participating entities to conduct a quantitative analysis of China’s metaverse policy texts.[Result/conclusion]The development goals of the metaverse industry in various regions are significantly different,and the understanding of planning is also different.The common points of the development of the metaverse in various regions are concentrated in technological innovation,promoting industrial development,formulating development plans and action plans,etc.Optimization suggestions are strengthening policy publicity and training,establishing a standard system for industrial development,strengthening the research and innovation of key technologies and guiding the construction and development of the industrial ecosystem.
