摘  要:军民一体化基础设施建设是一体化国家战略体系和能力建设的重点领域,是确保发展和安全相统一、强国和强军相兼顾、经济建设和国防建设相协调、经济实力和国防实力同步提升的基本依托及支撑。提高基础设施建设军民一体化水平,是提高基础设施建设资源的利用效率和配置效率,提升基础设施建设效率和使用效率,更好满足军事需要和民用需要的必然要求。对军民一体化基础设施建设及其军民一体化水平进行了界定,探讨了测度基础设施建设军民一体化水平的主要内容,构建了测度基础设施建设军民一体化水平指标体系,分别对“已经建成”“正在建设”“计划建设”的基础设施的军民一体化水平进行了测度,并采用AHP-EWM组合权重的TOPSIS法对基础设施建设军民一体化总体水平进行了测度。提高基础设施建设军民一体化水平,需要基础设施建设战略规划军民一体筹划、标准规范军民一体设计、项目建设军民一体推进、体系布局军民一体部署。The construction of integrated military civilian infrastructure is a key area for the building of the integrated national strategic system and capacity building.It is the basis and support for ensuring the unity of development and security,the balance between a strong country and a strong military,the coordination of economic and national defense construction,and the synchronous enhancement of economic and national defense strength.Improving the level of military civilian integration in infrastructure construction is crucial to improve the utilization and allocation efficiency of infrastructure construction resources,enhance the efficiency of infrastructure construction and utilization,and better meet the inevitable requirements of military and civilian needs.This paper defines the construction of military civilian integration infrastructure and its level,explores the main content of measuring the level of military civilian integration in infrastructure construction,constructs an indicator system for measuring the level of military civilian integration in infrastructure construction,and measures the level of military civilian integration in“already built”,“under construction”,and“planned construction”infrastructure.Then the TOPSIS method with AHP-EWM combined weights is used to measure the overall level of military civilian integration in infrastructure construction.Improving the level of military civilian integration in infrastructure construction requires strategic planning of military civilian infrastructure,standardized design of military civilian integration,promotion of military civilian integration in project construction,and deployment of military civilian integration system layout.
