小流域综合治理技术框架与实践——以湖北省荆门市牌楼西河小流域为例

摘　　要：小流域是以水系为基础,人居聚落系统、生产空间系统、生态景观系统有机融合的完整人居单元,通过对小流域共性问题的识别,提出以基础设施体系、分区管控体系和组织管理体系为主线的小流域综合治理技术框架。以湖北省荆门市牌楼西河小流域的治理实践为案例,探索更高效、更系统的小流域综合治理路径,协同生态保护、绿色发展、民生改善等多元目标,为小流域综合治理工作提供技术参考。Small watershed is an integrated human settlement unit consisting of human settlement system,production space system,and ecological landscape system with water as the foundation.By recognition of common problems of small watershed,a technical framework for small watershed comprehensive governance is proposed with infrastructural system,zoning governance system,and management system as the major contents.With the small watershed of Pailouxi river in Jingmen city,Hubei province as an example,the higher efficiency and more systematic small watershed governance path is explored to realize ecological preservation,green development,and people's livelihood improvement.
