摘　　要：水电站大坝运行安全管理法规是依法确保水电站大坝安全运行的基础。笔者系统梳理了我国现行水电站运行安全管理法规,明晰各法规职能,划分各方大坝运行安全管理责任,指出我国已形成电力企业作为责任主体,国家能源局及其派出机构履行监管职责,大坝安全监察中心负责大坝运行安全技术监督服务的强监管模式。Regulations for operational safety management of hydropower dams are the basis for practice.This paper systematically sorts through the existing regulations for operational safety management of hydropower dams,as well as clarifies the functions of the regulations and the division of responsibilities in dam operation and safety management.Then it is pointed out that tight supervision is formed in China,namely the power enterprises take the main responsibility,the National Energy Administration and its agencies perform supervision duties and Large Dam Safety Supervision Center supplies technical supervision services for dam operational safety.
