摘　　要：[目的/意义]政府开放数据生态链互动机制与节点优化策略研究对于政府数据开放实践的推进具有重要的指导意义。[方法/过程]以数据本体为核心,以价值共创为目标,围绕数据流通串联生态链上的5个角色节点,探讨生态链的多元主体价值共创机理并辅以案例进行分析,并结合国内外政府数据开放实践探究各节点的优化策略。[结果/结论]政府开放数据生态链的多元主体价值共创可分为“价值激活—价值汇聚—价值扩散”三个阶段,并明确了以数据流转为核心的价值共创模式,继而提出政府开放数据生态链上各节点的发展重心和优化措施,以此加快释放政府数据价值,促进数据要素合规流通。[Purpose/significance]Research on the interaction mechanism and optimization strategies of Government’s Open Data Eco-chain has important guiding significance for the practice of Government’s Open Data.[Method/process]Around the five key nodes in the eco-chain connected through data flow,the paper discusses the mechanism of multi-subject value co-creation in the eco-chain and analyzes the classic case based on the data-centric concept and the goal of value co-creation.On the basis of the analysis,the optimization strategy of each node is explored by referring to the practice of Government’s Open Data at home and abroad.[Result/conclusion]The process of the Multi-subject co-creation of Government’s Open Data Eco-chain can be divided into three stages of“Value activation-Value convergence-Value diffusion”.The paper also clarify the value creating model based on data flow as the core,and then puts forward each node’s optimization measures so as to accelerate the release of Government Data’s value and promote the circulation and standardization of data elements.
