三维模式视阈下世界遗产运河的保护管理法规话语分析及其启示

摘　　要：在费尔克拉夫三维话语模式理论指导下,运用AntConc语料库软件,对联合国教科文组织与世界遗产运河国家中的法国、英国、加拿大及中国具有代表性的运河法规进行语料检索发现:联合国教科文组织构建了包括保护框架、保护原则和保护模式的一整套世界文化遗产保护国际法体系,倡导世界各种文化均享有同等的尊严,为各成员国家制定相应的运河文化遗产保护法规发挥了积极有效的示范作用。然而,现有世界遗产保护理念主要以西方文化价值观为基础,通过强调遗产的真实性、完整性的突出普遍价值,来体现西方启蒙运动以来的现代历史观和文化思维逻辑。西方发达国家的运河多为工业文明的产物,其管理方式和学术规范与国际标准基本一致。而作为农业文明产物的中国大运河特性致使我国在构建大运河文化遗产保护的立法体系方面,尚处于刚刚起步的初级阶段。只有通过遵循双向对话式跨文化交际的学术探究与实践路径,才能健全大运河文化遗产保护的立法体系与中国话语体系,以确保实现中国利益的最大化。Under the guidance of Fairclough's threedimensional discourse model,AntConc corpus software has been adopted to retrieve the discourse orientations of the canal laws and regulations of France,Britain,Canada and China as representative UNESCO world heritage canal countries.It is found that UNESCO has built a complete set of international law system for the protection of world cultural heritage,including the protection framework,protection principles and protection models.Advocating that all cultures in the world enjoy equal dignity,UNESCO has played a positive and effective role model in the formulation of relevant regulations for the protection of canal cultural heritage for other member countries.The existing concept of world heritage protection is mainly based on the western cultural values,and reflects the modern historical viewand cultural thinking logic sincethe Western Enlightenment by emphasizing the authenticity and integrity of the heritage and highlighting the outstanding universal value.The canals in the Westerm developed countries are mostly the products of industrial civilization,and their management methods and academic norms are basically consistent with the international standards.As a product of agricultural civilization,China is still at its initial stage of building the legislative system for the protection of the cultural heritage of the Grand Canal.Only by following the academic research and practice path of the twoway dialogue and cross-cultural communication,can we improve the legislative system and Chinese discourse system for the protection of the cultural heritage of the Grand Canal of China,so as to ensure the maximization of China's interests.
