回顾河北省地下水超采综合治理试点林业项目十年建设  

The Paper Reviews the Ten-year Construction of the Pilot Forestry Project of Comprehensive control of Groundwater Over-extraction in Hebei Province

摘　　要：2014年,中央1号文件明确提出“开展华北地下水超采漏斗区综合治理”,财政部、水利部、农业部、国土资源部联合部署了地下水超采综合治理工作,非农作物替代农作物(以下简称林业项目)试点作为工程治理的措施之一,在河北省衡水市启动实施,之后扩大到石家庄、沧州、衡水、邯郸、邢台、廊坊、保定等9个市(辛集、定州)的88个县(市、区)。至今项目实施十年有余,对项目区的压采能力、生态成效、人文效益都取得了不错的成绩。本文对项目的背景建设、建设理念、技术要点、建设管理、建设成效等方面对其产生的阐述,为下一步项目的可持续发展提供参考。In 2014,the central government's No.1 document clearly stated that“Comprehensive management of the funnel zone for over-extraction of groundwater in North China”should be carried out,the Ministry of Finance,the Ministry of Water Resources,the Ministry of Agriculture and the Ministry of Ministry of Land and Resources of the People's Republic of China have jointly deployed the comprehensive control of groundwater overexploitation,and the non-crop crop substitution(hereinafter referred to as the Forestry Project)pilot project has been implemented as part of the project control measures,it was launched in Hengshui,Hebei province and later expanded to 88 counties(cities and districts)in Shijiazhuang,Cangzhou,Hengshui,Handan,Xingtai,Langfang and Baoding.So far,the project has been implemented for more than ten years,and good achievements have been made in the mining capacity,ecological effect and cultural benefit of the project area.In this paper,the background of the project construction,construction ideas,technical points,construction management,construction effectiveness and other aspects of its production described for the next step of the project to provide a reference for sustainable development.
