摘　　要：海洋石油工程项目作为一个高投入、高技术、高风险的行业,在建设过程中有许多因素相互交叉相互制约。如不加强承包商管理,轻则导致项目的财产损失,重则导致生命及生态系统灾难的发生。随着中国能源开发项目的逐渐增多,对项目承包商的HSE管理也越来越重要。为了规范海洋石油作业设施承包商作业项目安全管理,减少承包商作业项目安全事故,督促承包商强化自身管理,需要根据海洋石油企业承包商HSE管理现状并结合承包商队伍安全管理现状和特点,提出提升承包商HSE管理措施,确保油田设施安全平稳生产。承包商HSE管理提升措施对石油化工企业具有重要的借鉴意义。As an industry with high investment,high technology and high risk,the offshore oil engineering project has many factors to cross and restrict each other in the construction process.Ifthe contractor management is not strengthened,the property loss of the project will be caused seriously,and the life and ecosystem disasters will occur seriously.With the gradual increase of energy development projects in China,HSE management for project contractors is becoming more and more important.In order to standardize the safety management of the contractor,reduce the safety accidents,and urge the contractor to strengthen their own management,formulate countermeasures according to the current situation of the HSE management of the contractor and ensure the safe and smooth production of the contractor HSE management is of important significance for the petrochemical enterprise.
