摘　　要：随着政府向社会力量购买服务的发展,社工组织已成为我国重要的公共服务供给主体。然而,在与政府合作提供公共服务的过程中,社工组织却频遭多权力主体的行政摊派,日益行政化。科层制视角下的案例研究表明,政府科层治理模式中的等级控制思想、层级控制权分配、等级权力支配结构在根源上分别造成委托方、中间管理方和项目落地基层组织对社工组织的行政摊派,而社工组织面对多方的行政支配之所以选择“妥协”则主要基于生存发展及良好合作的“关系理性”。With the development of government purchasing services from social forces,social work organizations have become an important public service provider in our country.However,in the process of cooperating with the government to provide public services,social work organizations are frequently subject to administrative apportionment by multiple power subjects,and are increasingly administrative.The case study from the perspective of bureaucracy shows that the idea of hierarchical control,the distribution of hierarchical control power,and the structure of hierarchical power domination in the government's bureaucratic governance model respectively cause the entrusting party,the intermediate management party,and the project landing grassroots organizations to assign administrative tasks to social work organizations.And the reason why social work organizations choose"compromise"in the face of multiple administrative domination is mainly based on the"relational rationality"of survival,development and good cooperation.
