摘　　要：党的二十大提出要加强反垄断和反不正当竞争,破除地方保护和行政性垄断,依法规范和引导资本健康发展。为了更好地推进相关工作,对垄断风险进行提前预判、精准防范,有必要在探索中国式现代化的过程中,构建反垄断监测预警制度。我国反垄断监测预警制度应定位为“发现线索、提前预防”,并确定结构性异动监测预警与行为性异动监测预警两个主要方向。在此基础上,探讨了监测预警制度与重点行业竞争状况评估、反垄断执法与行业监管的协同,并选取了若干经济指标,对监测预警模型的构建进行了探索,就互联网等行业进行的实证研究初步验证了监测预警模型的有效性。The 20th National Congress of the Communist Party of China proposed to strengthen anti-monopoly and anti-unfair competition system,eliminate local protection and administrative monopolies,and regulate and guide the healthy development of capital in accordance with the law.In order to better promote the relevant work,pre-judge and accurately prevent monopoly risks,it is necessary to build an anti-monopoly monitoring and early-warning system in the process of exploring Chinese-style modernization.China's anti-monopoly monitoring and early-warning system should be positioned as"detecting clues and preventing in advance",and identify two main directions including monitoring and early-warning of structural and behavioral deviations.On this basis,the synergy between the monitoring and early-warning system and the assessment of the competition situation of key industries,anti-monopoly enforcement and industry supervision are explored,a number of economic indicators are selected to explore the construction of the monitoring and early-warning model,and the empirical research on the Internet and other industries verifies preliminarily the effectiveness of the monitoring and early-warning model.
