摘　　要：2023年《化妆品监督管理条例》的多个配套文件和牙膏监管要求陆续出台。详细介绍2023年中国国内化妆品法规更新动态,并梳理监管部门发布的2023年不合格化妆品通报及飞行检查详情、分析原因,帮助化妆品企业进一步了解法规要求、落实化妆品质量安全主体责任、应对化妆品监管政策变化,从而尽可能避免被不合格通报、经济及名誉损失。In 2023,multiple supporting documents of the"Regulations on Cosmetics Supervision and Administration"and the regulatory requirements for toothpaste have been introduced gradually.This paper provides a detailed introduction to the updates of domestic cosmetics regulations in China in 2023,sorts out the details of the 2023 unqualified cosmetics notification and flight inspection issued by regulatory authorities,and analyzes the reasons.It helps the cosmetics companies further understand regulatory requirements,implement the main responsibility for cosmetics quality and safety,and respond to changes in cosmetics regulatory policies,so as to avoid being notified of unqualified products,economic and reputation losses as much as possible.
