积极老龄化视域下中国养老服务模型建设研究——韩国老年疗养院的经验与启示

摘　　要：积极应对人口老龄化是世界性难题,老有所养是全体中国人民的夙愿。面对老龄化程度日益加深、传统养老方式功能弱化、医养结合压力较大、养老服务供应无法满足群众需求等问题,文章基于对韩国老年疗养院的发展状况、运营模式、优势特点等层面的深度探究,并从服务、制度、经济三个方面探讨韩国现代化、规范化、制度化的社会养老服务模型对中国的启示,为中国从积极老龄化角度出发探索新型、高质量的养老服务体制、机制和体系规范模型提供参考。Actively addressing the aging population is a global problem,and providing for elderly care is the long-standing wish of all Chinese people.Faced with the increasing degree of aging,the weakening of traditional elderly care methods,the pressure of combining medical and elderly care,and the inability of elderly care service supply to meet the needs of the masses,this article conducts a deep exploration of the development status,operating models,and advantages of elderly care homes in South Korea.It also explores the inspiration of South Korea's modern,standardized,and institutionalized social elderly care service models from three aspects:service,system,and economy,providing reference for China to explore new and high-quality elderly care service systems,mechanisms,and system norms from the perspective of active aging.
