旭龙水电站建设征地移民关键问题与对策

摘　　要：旭龙水电站是国家西电东送骨干工程,建设征地范围涉及四川省、云南省、西藏自治区3省(区)。为解决旭龙水电站建设征地涉及省份多标准难统一、藏族聚居区生产生活安置难度大、基础设施受电站建设影响大、实物指标调查受“白格”堰塞湖影响等问题,结合旭龙水电站移民安置规划过程中的实践经验,总结提出了通过“求同存异、因地制宜”的方式统一补偿标准、采取尊重藏民宗教信仰的生产生活安置方式、以专业项目复建改善项目区基础实施条件、编制堰塞湖损毁实物指标调查专项方案等对策。研究成果可为类似水电站移民安置规划工作提供借鉴。Xulong Hydropower Station is the backbone project of the national west to east power transmission project.The land acquisition scope covers three provinces and regions of Sichuan,Yunnan Province,and Xizang Autonomous Region.To solve the problems such as difficulty in unifying the multi-standards of different provinces,the difficulty in production and living resettlement in Tibetan inhabited areas,the great impact of infrastructure on the construction of the power station,and the impact of the Baige barrier lake on the investigation,we combined the practical experience in the resettlement planning process of Xulong Hydropower Station,summarized and proposed measures such as unifying compensation standards through seeking common ground while reserving differences,and adapting to local conditions,production and living resettlement way and respecting Tibetan religious beliefs,improving the basic implementation conditions of reconstruction projects,and preparing a special plan for investigating physical indicators of dammed lake damage.These measures can provide a reference for future resettlement planning work of hydropower stations.
