摘　　要：20世纪50年代,宁夏的南部山区就地扶贫开发建设无力、无法改变贫困局面,因此,宁夏于1984年开始组织南部山区人口向自然资源丰富、土地资源丰饶的北部川区及山区的引黄灌区迁移,进行开发性生产,即为“吊庄移民易地搬迁”。2023年中央一号文件提到,必须坚持不懈把解决好“三农”问题作为全党工作重中之重,坚持城乡融合发展,防止农村规模性返贫。该项目以“弘扬红色文化、民俗文化,推动乡村智慧振兴”为目标,进行园子村智慧发展规划,探索移民村防“返贫”战略,通过对园子村的后续产业智慧发展规划与空间环境优化设计,促进乡村高品质人居环境,为其他扶贫搬迁乡村提供范例。In the 1950s,the construction of poverty alleviation and development in the southern mountainous areas of Ningxia was weak and could not change the poverty situation.In 1984,Ningxia began to organize the migration of the population in the southern mountainous areas to the northern Sichuan area and the Yellow River diversion Irrigation area,which is rich in natural resources and rich land resources,and carried out development production,i.e.,the"relocation of Diaozhuang immigrants".The No.1 Document of the CPC Central Committee in 2023 mentioned that we must unremittingly take solving the problems of agriculture,rural areas and farmers as the top priority of the work of the whole party,adhere to the integrated development of urban and rural areas,and prevent rural areas from returning to poverty on a large scale.With the goal of"carrying forward the Red culture and folk culture and promoting the revitalization of rural wisdom",the project carries out the wisdom development planning of Yuanzi village and explores the strategy of preventing"returning to poverty"in immigrant villages.Through the follow-up industrial wisdom development planning and space environment optimization design of Yuanzi village,we can promote high-quality rural living environment and provide examples for other poverty alleviation and relocation villages.
