摘  要:220 kV变电站综合改造工程涉及范围广,新改造的线路保护、母差失灵保护、综合自动化控制系统(NCS)及电子五防系统、安稳装置、相量测量系统(PMU)、遥信遥测系统(RTU)与旧的母差失灵保护、二期母差失灵保护、分段开关等等重要设备关系密切,在施工过程中,极易发生继电保护“三误”事故,也可能发生由于联锁回路和控制回路不完整导致的保护误动或拒动、运行误操作等严重后果。如何做好继电保护工作的风险辨识和工作安全分析,采取相应的安全措施和防范措施,确保改造中的继电保护安全施工就是一个重中之重的难题。通过分析编制各种措施及方案的经验和实践中的施工管理经验,对220 kV变电站改造中的继电保护安全施工进行了风险分析和施工总结。The comprehensive retrofit project of 220 kV substation involves a wide range of scope.The newly promoted line protection,bus differential failure protection,comprehensive automation control system(NCS)and electronic five prevention system,stability device,phasor measurement system(PMU),remote signaling and telemetry system(RTU)are closely related to important equipment such as old bus differential failure protection,phase II bus differential failure protection,segmented switch,etc.During the construction process,it is highly prone to relay protection"three errors"accidents,and serious consequences such as improper action or inaction of protective relays and misoperations may also occur due to incomplete interlocking and control circuits.How to rationally perform risk identification and safety analysis of relay protection work,take corresponding safety measures and preventive measures,and ensure the safe construction of relay protection during renovation thus becomes a top priority problem.This article conducts a risk analysis and construction summary of relay protection safety construction in the retrofit of 220 kV substations by analyzing the experience of formulating various measures and plans and the construction management experience in practice.
