智库研究在新兴产业评估评价中发挥的作用——以太空经济为例

摘　　要：针对智库评估评价对产业发展作用认识不足的问题,以太空经济为研究对象,提出了智库在新兴产业中发挥解码-内化-输出的作用机理,并采用利益相关者方法,从个体、产业、国家3个层面分析出太空经济发展领域智库研究的12类利益相关者;基于作用机理,分析了国内外智库围绕太空经济开展的研究实践;提出智库要成为太空经济产业分析模型搭建的推动者、产业发展各主体的桥接者、产业政策及行业态势的传播者。研究内容对智库研究在产业培育方面的作用机理探讨具有一定的普适性和实践价值,可为智库发挥公共服务价值、促进太空经济发展提供新的方法和思路。Aiming at the problem of insufficient understanding of the role of think tank in assessment and evaluation of industrial development,taking space economy as the research object,the role mechanism of“decoding-internalization-output”played by think tanks in emerging industries was put forward,and the stakeholder method was adopted to analyze 12 types of think tanks in the field of space economy research at the level of individual,industry and country.Based on the mecha-nism,the research practices of domestic and foreign think tanks around space economy were ana-lyzed.Finally,it is proposed that think tanks should become the promoter of building the industrial analysis model of space economy,the bridger between various subjects of industrial development,and the disseminator of industrial policies and industry trends.This thesis has certain universality and practical value in exploring the mechanism of think tanks’research in industry cultivation,which may provide new methods and ideas for think tanks to play the role of public service and pro-mote the development of space economy.
