摘　　要：基于特定的历史时代和社会背景,中国的安全观经历了由专注于军事和政治安全的传统安全观,到涵盖经济、文化、环境等更多领域安全的非传统安全观,再发展到总体国家安全观的历史演变。总体国家安全观是科学、发展的安全观,全面、整体、系统的安全观,辩证、包容的安全观,人民至上的安全观,全球视野的安全观。总体国家安全观超越传统安全观和非传统安全观的局限,综合性地考量传统和非传统的多重安全因素,促进了国家安全事业的巨大发展,推动了国家安全能力的全面提升,拓宽了国家安全理论的研究视野与实践探索。人类命运共同体理念为总体国家安全观的世界议程贡献了中国方案,全球安全倡议则为秉持共同、综合、合作、可持续的安全观的国际安全合作指明了方向。Contextualized by the particular chronology of its historical eras and the fabric of its societal milieu, China's conceptualization of security has traversed an evolutionary trajectory. This passage has seen a marked transition from a conventional outlook underscored by military and political defensibility to an all-encompassing non-traditional security framework, integrating facets of economic, cultural, and environmental stewardship. It has culminated in the embodiment of a holistic approach to national security—reflecting a philosophy that is both scientific in its advancement and developmental in nature. This doctrine espouses a vision of security that is holistic, integrative, and systematic, maintaining a dialectic and inclusive stance, premised upon the supremacy of the people's welfare, and suffused with a perspective that is unreservedly global in scope. The holistic approach to national security surpasses the constraints of both traditional and non-traditional security outlooks by integrating a multiplicity of both conventional and avant-garde security elements. This integration has precipitated monumental developments in the national security enterprise and has catalyzed a holistic enhancement of national security capabilities. Furthermore, it has expanded the horizons of theoretical research and practical exploration within the field of national security. The philosophy of a community with a shared future for mankind fortifies the global discourse of the holistic approach to national security, contributing the Chinese perspective to international dialogues. Concurrently, the Global Security Initiative provides a beacon for the establishment of a collaborative, holistic, cooperative, and sustainable framework for international security cooperation.
