摘　　要：政府环境注意力如何影响环境治理效果?文章运用注意力理论,分析政府注意力对环境治理效果的影响与机理。研究得出:第一,政府环境注意力提高了环境治理效果,并且污染越严重的省份,注意力对环境污染的削减作用越强。第二,政府环境注意力通过环境监管的完全中介作用影响环境质量,具体为两条传导链条:环境注意力越强,环保法治水平越高,环境治理效果越好;环境注意力越强,环保投入比重越高,环境治理效果越好。这说明对环境治理越重视的省份,越是能通过环保法治和环保投入来治理污染问题。第三,省长晋升激励对政府注意力与环境污染的负向关系起正向调节作用。文章建议政府要持续稳定地重视生态环境保护问题。How does government attention to the environment influence environmental governance outcomes?This paper employs attention theory to analyze the impact and mechanisms of government attention on environmental governance effectiveness.The study arrives at three main conclusions.First,government attention to the environment has enhanced environmental governance outcomes.This attention is more pronounced in addressing severe pollution compared to less severe cases.Second,government environmental attention influences environmental quality through the complete mediation effect of environmental regulation.This effect is observed through two transmission chains:stronger environmental attention leads to higher levels of environmental protection legislation,resulting in better environmental governance outcomes;additionally,increased environmental attention correlates with higher proportions of investment in environmental protection,further improving environmental governance effectiveness.This suggests that provinces prioritizing environmental governance can better control pollution through both legal measures and investment in environmental protection.Third,the incentive for gubernatorial promotion plays a positive mediating role in the negative relationship between government attention and environmental pollution.The article recommends that the government maintain steady attention to ecological environmental protection issues.
