摘　　要：农业新质生产力的形成对于推动农业实现高质量发展、推进乡村实现全面振兴具有重要作用。本文以习近平总书记关于新质生产力的一系列重要论述和重大部署为基础,根据农业农村经济现实条件和发展趋势,对农业新质生产力的形成推动农业高质量发展的内涵特征与作用机制、困难挑战与现实问题、政策思路与实践路径进行了梳理和分析。总体上看,农业新质生产力在农业领域的形成和发展对于农业高质量发展意义重大,其发展过程既具有诸多现实优势条件也面临一些困境和难题,因此要以加快形成农业新质生产力为重要着力点,以建立健全农业技术供给有效机制、提高农业技术创新成果应用转化效率、加强农业创新型人才培养、完善新型农业基础设施建设、构建新型农业社会化服务体系为重点任务,促进资源要素特别是科技、人才等稀缺要素高效合理配置,为新质生产力形成和农业农村高质量发展提供条件。The formation of new quality productivity in agriculture plays an important role in promoting the high-quality development of agriculture and the comprehensive revitalization of the countryside.Based on General Secretary Xi Jinping's series of important expositions and major deployments on the new quality productivity, this paper compiles and analyses the connotation, characteristics and mechanism, difficulties, challenges and problems, policy ideas and practical paths of the formation of new quality productivity in agriculture to promote the high-quality development of agriculture in the light of the real conditions of agricultural and rural economy and the trend of development.Generally speaking, the formation and development of new quality productivity in the field of agriculture is of great significance to the high-quality development of agriculture, and its development process has many realistic advantages and conditions as well as some difficulties and problems, so it is necessary to accelerate the formation of new quality agricultural productivity as an important focus to establish a sound and effective mechanism for the supply of agricultural technology, improve the application efficiency of the transformation of agricultural scientific and technological innovation results, enhance the cultivation of agricultural innovative personnel, improve the construction of new agricultural infrastructure, and improve the quality of agricultural industry.The construction of new agricultural infrastructure and the construction of new agricultural social service system are the key tasks to promote the efficient and reasonable allocation of resource elements, especially the scarce elements such as science and technology and talents, to provide conditions for the formation of new quality productivity and high-quality development of agriculture and rural areas.
