论超大城市生物安全治理体系的建构

摘　　要：生物安全问题是超大城市治理中的重要课题。在广义生物安全观的视角下,超大城市的生物安全问题呈现出以人群健康为中心、性质上的高度风险性、影响结果的交叠性等具体样态。在治理进路层面,超大城市的生物安全治理需要以总体国家安全观为指引,以整体系统观为方法论依据,将生态整体主义和整体性治理方法转化为相应的制度供给。在法律机制层面,应遵循“事前预防—事中控制—事后补救”的思路,从风险防控、过程管理和应急管理三个方面,完善超大城市生物安全治理的法律机制。Biosecurity is crucial to megacity governance,with high risks and complicated influences and focusing on the public health.In this perspective,the uncertainty and complexity should be fully concerned in biosecurity governance.The biosecurity governance in megacity should be guided by the holistic approach to national security,based on the holistic system approach,promoting the improvement of legal institutions with the methodology of ecological holism.As to the legal mechanism,the approach of"prevention in advanceregulation in process-remedy afterwards"should be implemented to perfect the biosecurity governance in megacities.
