摘　　要：改革开放以来,我国在改革计划经济体制下公共服务单一配给制的同时,逐步建立了适应社会主义市场经济条件的、依托于公共财政框架的现行公共服务体系。实践表明该公共服务体系在增加公共服务投入水平、编织社会保障网、促进基本公共服务均等化与公共服务数字化转型等重要领域取得了重大的进展与成就。在迈向公共服务高质量发展的新阶段,我国政府应当以“高质量发展”理念为引领,针对公共服务供给不均衡与精准性不足、业务协同性低与数据安全性不够、流动人口公共服务供给不充分、养老服务供给失衡、应急性公共服务不完善等老难题和新挑战,遵循以共享公共服务为目标、以创新为发展的驱动力、以服务质量提升与服务结构升级为发展路径、以服务资源整合与业务协同为内生特点的发展原则,从健全后小康时代公共服务体系、推进公共服务数字化建设和转型、拓宽与优化流动人群公共服务体验、提高养老服务供给水平与增强政府韧性治理能力等关键性政策议程着手,稳步而高效地推进我国公共服务高质量发展,全面增进民生福祉,提高人民生活品质。Through the reform of the single-ration system under the planned economy system,China has gradually established the current public service system which adapts to the conditions of the socialist market economy and relies on the framework of public finance.And the public service system has made significant progress and achievements in increasing the level of public service investment,weaving social security net,promoting the equalization of basic public services and the digital transformation of public services.In the new stage of high-quality development of public services,the Chinese government should be guided by the concept of“high-quality development”in response to key old problems or new challenges such as unbalanced and inaccurate supply of public services,low business coordination and insufficient data security,insufficient supply of public services for the floating population,and imperfect public services for emergencies.Specifically,the Chinese government should follow the development principles of sharing public services as the goal,innovation as the driving force of development,service quality improvement and service structure upgrading as the development path,and service resource integration and business coordination as the endogenous characteristics.In practice,the Chinese government can adopt key policy agendas such as improving the public service system in the post-well-off era,promoting the digital construction and transformation of public services,broadening and optimizing the public service experience of the floating population,and enhancing the government's resilience governance capacity,so as to promote the high-quality development of public services in an orderly and efficient manner,comprehensively improve people's livelihood and improve people's quality of life.
