摘　　要：风险治理情境下基层官员如何落实职责和任务安排是基层治理面临的重要问题。基于政府治理实践中不断出现的“层层加码”现象,研究提出“加码式避责”的概念,解释基层官员在风险治理情境下受制于多重因素制约和认知权衡从而塑造避责行为策略的过程。“加码式避责”是在风险治理情境下,基层官员通过主动强化政策执行而规避政治责难的行为。风险不确定性、基层治理资源不足与问责制度刚性三者之间的内在张力是基层官员风险治理时面临的现实情景。在属地管理原则下,基层官员只能依靠掌握的剩余控制权主动加压达成问责风险规避的目的。风险治理情境下基层问责应充分考虑风险本身特性,统筹过程问责与结果问责,加快建立区域性协同合作风险预防和治理机制,提升基层政府官员危机事件治理能力。How grassroots officials fulfill their responsibilities and task assignments in the context of risk governance is an important issue in grassroots governance.Based on the recurring phenomenon of"escalating demands"in government governance practices,this study introduces the concept of"escalating avoidance"to explain the process by which grassroots officials shape their avoidance behavior strategies under the constraints of multiple factors and cognitive trade-offs in the context of risk governance."Escalating avoidance"refers to the proactive strengthening of policy implementation by grassroots officials to evade political blame in the context of risk governance.The inherent tension among risk uncertainty,insufficient grassroots governance resources,and rigid accountability systems creates the reality that grassroots officials face in risk governance.Under the principle of territorial management,grassroots officials can only rely on their remaining control power to actively exert pressure and achieve the goal of risk avoidance through accountability.In the context of risk governance,grassroots accountability should fully consider the characteristics of risks,coordinate process accountability with outcome accountability,accelerate the establishment of regional collaborative risk prevention and governance mechanisms,and enhance the crisis event management capabilities of grassroots govermment officials.
