新发展格局下推进两岸制造业高质量发展合作研究

摘　　要：制造业高质量发展是经济高质量发展的重中之重。制造业是两岸产业合作的重点,具有良好的合作基础。近年来两岸制造业合作出现投资偏重于ICT产业、台商对内地投资增量减少、产业合作层次偏低、代工路径依赖难以打破及与内地产业生态融合度低等多重问题。在新一轮科技革命和产业革命同内地转变发展方式的历史性交汇期,推进两岸制造业高质量发展合作具有重要意义。未来应通过深化融合发展,培育两岸制造业合作新引擎、巩固既有投资存量、加强两岸专精特新中小型制造业企业合作,在“一带一路”共建中拓展两岸制造业发展空间,推动两岸制造业实现高质量发展。The high-quality development of the manufacturing industry is of utmost importance for the high-quality development of the economy.The manufacturing industry is the focus of cross-strait industrial cooperation and has a solid foundation for cooperation.In recent years,there have been multiple problems in cross-strait manufacturing cooperation,including a focus on investment in the ICT industry,a decrease in the incremental investment of Tai-wanese businessmen in the mainland,a low level of industrial cooperation,difficulty in breaking the dependence on OEM paths,and low integration with the mainland's industrial ecosystem.At the historic juncture of the new round of technological and industrial revolutions and the transformation of the development mode on the mainland,promoting high-quality development cooperation in the manufacturing industry between the two sides of the Taiwan Strait is of great significance.In the future,we should deepen the integrated development,foster a new engine for cross-strait manufacturing cooperation,consolidate the existing investment stock,strengthen cross-strait cooperation in special-ized,special and new small and medium-sized manufacturing enterprises,expand the space for cross-strait manufac-turing development in the joint construction of the"the Belt and Road",and promote high-quality development of cross-strait manufacturing.
