摘　　要：作为我国“一带一路”倡议与海外利益拓展的重要交叉点,“一带一路”沿线中国海外园区具有承载利益价值高、本地适应性凸显、多元化主体聚合、政策导向性较强等特点,已成为我国拓展海外利益、推动“中国经验”走向世界、深化国际战略布局的重要抓手。安全是保障园区发展的基本要求,当前,我国“一带一路”沿线海外园区也已得到国家和海外园区内部的双层安保体系保障。然而,在国内外环境日趋复杂的情况下,我国海外园区安全备受挑战,安保难点重重,现有安保体系手段相对滞后、“能力—便利性”矛盾以及安保供给分散等问题不容忽视。这些问题可以通过推进安保防线关口前移、提升非官方安保力量能力、打造“园区式”安保体系等方式予以解决。As an important intersection of the“the Belt and Road”development strategy and expanding overseas interests of China,Chinese overseas industrial parks along the“the Belt and Road”have the characteristics of carry⁃ing high value of interests,prominent local adaptability,convergence of diversified subjects and strong policy orientation.They have become an important approach for China to expand overseas interests,promote the“Chinese experience”to the world and deepen international strategic layout.Security is a basic requirement for the develop⁃ment of Chinese overseas industrial parks,and currently,the parks along China’s“the Belt and Road”have been guaranteed by a two-tier security system of the national level and the internal level.However,under the circumstances of an increasingly complex“risk society”at home and abroad,park security is facing numerous chal⁃lenges and difficulties,such as outmoded security measures,the“capability-convenience”contradiction and decentralized supply of security services.These deficiencies can be optimized by moving the security defense line forward,improving the capacity of unofficial security personnel and creating a“park-oriented”security system.
