摘　　要：当前,外资企业已成为我国加快构建新发展格局、推动高质量发展的重要主体。党的十八大以来,我国引进和利用外资取得历史性成就,外资已成为我国经济社会发展的重要创新驱动要素,且在推动建设我国现代化产业体系中的作用不断凸显,为推动高水平对外开放发挥了更为积极的作用。随着内外部环境变化,引进和利用外资进入新阶段,面临诸多国际国内新挑战,贯彻落实党中央加快构建新发展格局,着力推动经济高质量发展的决策部署,扬优势、挖潜力、趋利避害,既要积极利用外资,引导和带动全产业链数字化、绿色化转型,也要进一步完善产业链条,提升产业配套水平和竞争力,持续推进市场化、法治化、国际化营商环境建设,积极营造良好开放创新环境,以高水平对外开放推动经济高质量发展,为发挥外资在促进我国高质量发展、推进中国式现代化建设中的积极作用创造更好条件。Currently,foreign-funded enterprises have become an important entity in accelerating a new development pattern and promoting high-quality economic development in China.Since the 18th National Congress of the Communist Party of China,China has made historic achievements in introducing and utilizing foreign direct investment(FDI).FDI has become an important innovative driving factor for China's economic and social development,and its role in promoting the construction of China's modern industrial system has been continuously highlighted,playing a more positive role in promoting high-level opening up to the outside world.With changes in the internal and external environment,the introduction and utilization of FDI have entered a new stage,facing many new challenges both domestically and internationally.Implementing the decision and deployment of the Central Committee of the Communist Party of China to accelerate a new development pattern,and promote high-quality economic development,leveraging advantages,tapping potential,and seeking benefits and avoiding harm,we should actively utilize FDI to guide and drive the digital and green transformation in entire industrial chain,as well as further improve the industrial chain,enhance the level of industrial support and competitiveness,continuously promote the construction of a market-oriented,legal,and international business environment,actively create a good open and innovative environment,and promote high-quality economic development through high-level opening up,to create better conditions for FDI to play a positive role in promoting high-quality development and Chinese path to modernization.
