老旧街区城中村居住区改造的矛盾以及应对策略探讨——以韩森寨城中村更新改造为例

摘　　要：随着城市的发展浪潮到达一点限度,城市化率到达一定高度,作为大城市中的城中村改造自然进入了规划的重点。然而,目前城中村改造中存在许多矛盾,包括旧城区与新城区之间的发展不平衡、土地资源利用与城市规划之间的冲突、原住民与外来人口之间的利益冲突等。针对这些矛盾,本文以西安市新城区的韩森寨城中村为例,提出了与之相对应的应对策略,包括形成与“幸福林带”片区结合的商贸住区生态功能为一体的15分钟生活圈、构建土地资源的高效利用规划体系、构建城市的微缩实体紧凑、舒适的居住网络、打造高水平的人才公寓等方案,帮助其突破传统城中村改造时遇到的矛盾与栓楷,促进城中村的人才吸收与持续发展。With the development wave of cities reaching a certain limit and the urbanization rate reaching a certain height,the transformation of urban villages in big cities has naturally entered the focus of planning.However,there are currently many contradictions in the transformation of urban villages,including the imbalanced development between old and new urban areas,conflicts between land resource utilization and urban planning,and conflicts of interest between indigenous and migrant populations.In response to these contradictions,this article takes Hansenzhai Village in the new urban area of Xi'an City as an example and proposes corresponding strategies to address them,Including the formation of a 15 minute living circle that integrates the ecological functions of commercial and residential areas with the"Happiness Forest Belt"area,the construction of an efficient land resource utilization planning system,the construction of a compact and comfortable residential network in the city,and the creation of high-level talent apartments,etc.,to help break through the contradictions and constraints encountered during the traditional transformation of urban villages,and promote the absorption and sustainable development of talent in urban villages.
