摘 要:农村生活污水处理PPP项目建设运营周期长,运营期每年政府的可行性缺口补贴较大,需要设置绩效评价体系以提高PPP项目建设阶段和运营阶段政府方对资本方(以社会资本为主导的项目公司)管控力度,获得更好的服务水平和综合效益,本文以模型和实例采用定性和定量分析的方式深入讨论了建设期绩效权重对各方的影响及建设期和运营期绩效参数的设置如何能实现各自利益的最大化,解决当前绩效体系形同虚设等问题,为更好地利用PPP项目实现各方利益最大化提出应对策略。The construction and operation period of rural domestic sewage treatment PPP projects is long,and the feasibility gap subsidy from the government is large every year during the operation period.It is necessary to establish a performance evaluation system to improve the government's control over the capital side(project companies led by social capital)during the construction and operation stages of PPP projects,and to achieve better service levels and comprehensive benefits.This article uses models and examples to discuss in depth the impact of performance weights during the construction period on all parties,and how the setting of performance parameters during the construction and operation periods can maximize their respective interests,solving the problem of the current performance system being ineffective.To better utilize PPP projects to maximize the interests of all parties,this article proposes corresponding strategies.
