滦河流域防洪形势分析及应对策略研究

摘　　要：滦河流域是海河流域三大水系之一,历史上多次发生流域性大洪水。在对滦河流域现状水库、堤防防洪能力分析的基础上,系统梳理了潘家口水库调度,潵河洪水防御,潘家口、大黑汀、桃林口水库联合调度,防洪小埝防守,超标准洪水应对等防御重点,研究提出加强水文监测预报预警、强化水库群联合调度、加强河道治理、完善超标准洪水避险转移和安置预案等应对策略。The Luanhe River Basin is one of the three major river systems in the Haihe River Basin,where has repeatedly suffered from basinwide major flood in history.Based on the analysis of the current flood control capacity of reservoirs and levees in the Luanhe River Basin,this paper systematically reviewed the defensive focus involving Panjiakou Reservoir operation,Sahe River flood defense,Panjiakou-Daheiting-Taolinkou reservoirs joint regulation,the defense by small flood embankment and excess flood standard response.This paper put forward the countermeasures to enhance hydrological monitoring and early warning and forecasting,strengthen joint operation of reservoirs groups,enhance river governance,improve the avoidance transfer of excess flood standard and resettlement plan.
