摘　　要：在推进乡村振兴战略背景下,中西部地区掀起发展农村集体经济的新浪潮。当前农村集体经济的发展以集体经营性收入的增加为标志,在地方政府的积极推动下,种养殖业的规模经营成为发展农村集体经济的主要实践方式。实践表明,农村集体经济的发展会面临集体债务困境。不同于农业税费时期的资源挤压型债务和农业税费取消后资源下放时期的资源输入型债务,这一阶段的集体债务是一种发展经营型债务。农村集体债务产生的根源在于中西部地区农村面临发展的结构性困境,即发展机会匮乏的经营土壤、不完全市场化的经营主体以及种养殖业规模经营方式。应当重新审视发展农村集体经济的政策话语,从集体经济的增收走向集体“统一经营”能力的增强,从而为治理有效奠基。破除这一困境的关键在于转变发展农村集体经济的认识,一方面,充分认识发展集体经济的区域差异,分类推进集体经济的发展,另一方面,充分认识发展集体经济以治理有效为目标,增强村社集体“统”的能力。Under the background of promoting the rural revitalization strategy,a new wave of rural collective economy has been set off in central and western China.At present,the development of rural collective economy is marked by the increase of collective operating income.Under the active promotion of local government,the scale operation of farming and breeding industry has become the main practice way of developing rural collective economy.The practice shows that the development of rural collective economy eventually leads to the production of collective debt.Different from the resource-pressing collective debt in the period of agricultural taxes and fees and the resource-importing collective debt in the period of resource decentralization after the abolition of agricultural taxes and fees,the collective debt in this stage is a kind of development-operating collective debt.The origin of rural collective debt lies in the structural dilemma of rural development in the central and western regions,that is,the operation soil of lack of development opportunities,the operation subject of incomplete marketization and breeding industry scale management mode.We should re-examine the policy discourse of developing rural collective economy,from increasing the income of collective economy to enhancing the ability of village collective“unified management”,so as to lay a foundation for effective governance.The key to break this dilemma is to change the understanding of developing rural collective economy.On the one hand,we should fully understand the regional differences in the development of collective economy and promote the development of collective economy according to classification.On the other hand,we should fully understand that the development of collective economy aims at effective governance and enhances the ability of collective“unification”of village communities.
