调适赋能:党建引领农村自治的运行逻辑——以华北S省A村重构治理体系为例

摘　　要：随着乡村振兴的全面推进,村庄治理的多元主体出现多元化和分散性,只有通过基层党组织发挥其强大的组织和动员能力,调适多元主体之间的关系,才能发挥基层治理单元的最大合力。华北S省A村在重构治理体系过程中通过调整治理单元、增设行动单位、搭建整体性治理平台等方式,在纵向上形成镇村党委联动的多级组织架构,横向上构建扁平化的治理结构,成功调适党政关系和党组织功能,实现对村庄的下沉赋能、统筹赋能和治理与服务赋能,为村庄治理有效提供新路径。With the overall promotion of rural revitalization,the subjects of village governance are diversified and decentralized.Only through strong organizing and mobilizing ability of grass-roots Party branches by adjusting the relationship among multiple subjects,can the joint governance force be maximized.To reconstruct the governance system,village A forms a multi-level organizational structure as an overall governance platform.As a result,this structure successfully adjusts the relationship between the Party and the government,and transforms the function of the party organization,realizes different kinds of empowerment for the village,and effectively provides a new path for village governance.
