摘　　要：运用文献资料、专家访谈等方法,探骊黑龙江省冰雪经济发展的现实困囿与靶向路径。研究认为,黑龙江省冰雪经济发展的现实困囿主要是:冰雪资源季节性的限制;基础设施建设和冰雪旅游服务不足;冰雪产业资金投入与回报不平衡;冰雪专业人才短缺和培养困难;环境保护和可持续发展的挑战。针对现实困囿,提出靶向路径:打造多样化和全年化冰雪经济发展格局;加强基础设施建设,优化冰雪旅游服务;发挥政府宏观调控职能,优化冰雪经济布局;健全冰雪教育体系,加强冰雪专业人才培养;制定环境保护政策,推动冰雪经济良性循环发展。By using the methods of literature and expert interviews,the paper explores the realistic constraints and targeted paths of the development of ice and snow economy in Heilongjiang Province.According to the research,the main realistic constraints of the development of ice and snow economy in Heilongjiang Province have many reasons,such as seasonal limitations on ice and snow resources,insufficient infrastructure construction and ice and snow tourism services,imbalance between investment and returns in the ice and snow industry,shortage and difficulties in cultivating ice and snow professionals,challenges of environmental protection and sustainable development.In view of the difficulties in reality,the targeted path is put forward.It can create a diversified and year-round development pattern for the ice and snow economy,strengthen infrastructure construction,optimize ice and snow tourism services,give full play to the government's macroeconomic regulation function,optimize the layout of the ice and snow economy,improve the ice and snow education system,strengthen the training of ice and snow professionals,develop environmental protection policies to promote the virtuous cycle development of the ice and snow economy.
