摘　　要：文章通过对高校图书馆图书招标采购工作中涉及的主体、客体、中介和环境等方面影响因素的归纳及梳理,系统分析了各相关因素在图书招标采购工作中存在的问题,指出高校图书馆图书招标采购工作质量和效益的决定因素是人,根本是能力问题,关键是执行问题,重点是管理问题,基础是政策问题,其破解路径是:加强采购能力建设,以提高其业务素养;构建馆藏采购政策,以增强其执行意识;健全管理机制,以规范其采购行为;加强职业化建设,以强化其职业归属感。Subjective,objective,intermediary,and environment are the factors that affect the books bidding work in university libraries,this paper systematically analyzes the problems that exist in these factors.It is pointed out that the determining factor for the quality and efficiency of books bidding work in university libraries is people,and the fundamental issue is ability,the key is execution,the focus is management,and the foundation is policy.The countermeasures are to strengthen the construction of procurement capacity to improve the procurement librarian’s business literacy,to establish a collection procurement policy to build their execution awareness,to establish a sound management mechanism to standardize their procurement behavior,to strengthen professionalization construction to enhance their sense of professional belonging.
