甘肃省科技创新与成果转化现状及对策探究

摘　　要：科技创新已成为提升区域竞争力与推动经济社会高质量发展的重要支撑。文章基于专利数据,以甘肃省企业、高校、科研机构为研究对象,从专利申请与授权、有效专利拥有量、技术研发合作、专利转移转化等多个维度,运用定量分析方法,深入分析甘肃省科技创新与转化运用现状、特点及存在的问题。结果发现:甘肃省专利产出不断升高,企业专利增长迅速;产学研合作规模逐步扩大,校企技术合作活跃;专利转移转化能力增强。但同时存在企业发明专利占比不高,创新质量呈现出向低水平转变趋势;高校院所满足产业发展需求的科技成果供给不足,转化运用水平仍然偏低等问题,文章结合甘肃省实际,提出针对性对策和建议,为加速区域创新驱动发展提供参考。Scientific and technological innovation has become an important support for enhancing regional com-petitiveness and promoting high-quality economic and social development.Based on patent data,taking enterpris-es,universities and scientific research institutions in Gansu Province as research objects,this paper analyzes the status quo,characteristics and existing problems of scientific and technological innovation,transformation and appli-cation in Gansu Province by using quantitative analysis methods from multiple dimensions such as patent applica-tion and authorization,effective patent ownership,technology research and development cooperation,and patent transfer and transformation.The results show that the patent output of Gansu Province is increasing continuously,and the enterprise patent is increasing rapidly;the scale of industry-university-research cooperation has gradually expanded,and technical cooperation between universities and local enterprises has become active;the ability of pat-ent transfer and transformation has been enhanced.However,there exist many problems such as the low proportion of invention patents of enterprises,and the trend of innovation quality towards low level;the insufficient supply of scientific and technological achievements from universities and institutions to meet the needs of industrial develop-ment,the low level of transformation and application.Combined with the actual situation in Gansu,some targeted countermeasures and suggestions are given to provide reference for accelerating regional innovation-driven develop-ment.
