摘　　要：在现代化过程中发展而来的现代社会保障制度,通过“社会权利范式”与“结构功能范式”的互动,与各国的现代化过程不断同频共振,并依据不同国家差异化的目标约束和条件约束,形成了危机救助、风险预防等社会保障模式。随着现代化的深化,作为现代化重要特征的社会保障模式,必将依现代化所带来的约束条件而做出适应性选择。由现代技术催生的社会经济形态、社会结构、新就业形态的变化和国民对社会保障权益诉求的不断提高,必然要求社会保障模式从危机救助、风险预防向权益保障模式的转型,以适应变化社会对国民社会保障的需求。在中国式现代化的目标约束与新经济、新技术发展,人口结构变化等条件约束下,基于风险共识、责任共担、权益共享的权益保障模式是中国社会保障达成社会权利范式与结构功能范式内在平衡的可行路径。The modern social security system has evolved through the interplay of the"social rights paradigm"and the"structural function paradigm,"continuously resonating with modernization eff orts occurring worldwide.This evolution has led to the development of diverse social security models,such as those focused on crisis relief and risk prevention,each tailored to the specifi c goals and conditions of individual countries.As modernization progresses,the social security model,a key feature of modernization itself,will evolve to accommodate the constraints imposed by it.Changes in socio-economic patterns,social structures,and emerging employment trends driven by modern technology,coupled with increasing demands for social security rights and entitlements,necessitate a transformation towards a rights protection model.This shift from crisis relief and risk prevention to a rights protection model is imperative to meet the evolving societal demands for national social security.Considering the objectives of Chinese-style modernization and contextual factors such as the development of the new economy,technological advancements,and demographic shifts,a rights protection model predicated on consensus regarding risk,shared responsibilities,and collective rights emerges as a viable approach.This approach seeks to achieve an internal equilibrium between the social rights paradigm and the structural function paradigm within the Chinese context.
