摘 要:随着我国城镇化进程持续推进,城乡教育协调发展作为城镇化建设重要一环的作用逐渐凸显。然而城乡教育的发展或许效率不高、不够公平、不太科学。这与现实障碍和理论误区有关。现实中制度和观念的障碍已逐步缓解,理论认识的误区也许仍无明显改观。相关研究更多强调城镇化进程的消极性和漫长性,忽略城镇教育的重要性,以学校为本。然而从城乡教育协调发展的前提来看,城镇化进程中城乡(教育)都会受益,我国城镇化进程正在逐步深化。从城乡教育协调发展的方向来看,城镇化进程中农村教育问题已逐步缓解而城镇教育问题仍较为突出,应按照扩大城镇教育资源供给的方向改进工作,同时兼顾农村教育的实际需求。从城乡教育协调发展的本质来看,城乡教育的发展都应以人为本,把握住人会因制度的改变而更为充分地流动,确保教育资源的空间布局和学龄人口的空间变局相适配。面向未来,应在理念上继续加强对相关的前提性、方向性、本质性问题的省思,在政策上确保城乡总体、城镇、农村等各个层面都突出差异化。With the continuous advancement of urbanization in our country,the coordinated development of urban and rural education plays an important role in urbanization construction gradually.However,the development of urban and rural education may not be efficient,fair or scientific.This is related to practical obstacles and theoretical misunderstandings.In reality,the obstacles of system and concept have gradually eased,and the misunderstanding of theoretical understanding may not be significantly changed.Relevant studies emphasize the negative and protracted nature of the urbanization process,ignoring the importance of urban education and focusing on schools.However,on the premise of the coordinated development of urban and rural education,both urban and rural areas(education)in the process of urbanization will benefit,our country’s urbanization process is deepening step by step.From the perspective of the coordinated development of urban and rural education,the problem of rural education has gradually eased in the process of urbanization,while the problem of urban education is still prominent.The work should be improved in the direction of expanding the supply of urban education resources,while taking into account the actual needs of rural education.From the essence of the coordinated development of urban and rural education,the development of urban and rural education should be people-oriented,grasp that people will flow more fully due to changes in the system,and ensure that the spatial layout of educational resources is compatible with the spatial change of school-age population.Facing the future,we should continue to strengthen the reflection on the relevant preconditions,directions and essential issues in the concept,and ensure that all levels of differentiation in urban and rural areas as a whole,urban and rural areas are prominent in the policy.
