双向FDI协同与工业结构升级——基于省级面板数据的空间计量分析

摘　　要：建设有序协调的双向国际直接投资体系,对推动我国工业结构升级乃至实现经济高质量发展有着重要意义。根据耦合协调模型构建双向外商直接投资(FDI)协同指标,借助空间计量模型,使用极大似然估计方法,分析了双向FDI协同发展对工业结构升级的直接影响及其空间溢出效应。研究结果表明:(1)双向FDI协同通过提升技术创新能力与技术输出优势能够推动本省工业结构升级。(2)劳动力与资本要素虹吸效应的存在使得双向FDI协同对邻接省份的工业结构升级产生了负向空间溢出。(3)进一步研究发现,双向FDI协同对工业结构升级的影响存在地理区位与资源禀赋差异。研究双向FDI协同对我国工业结构升级的影响有助于全面认识“稳外资、稳投资”与建设工业强国关系,也为提高我国双向FDI协同绩效提供了经验证据和政策启示。Establishing an orderly and coordinated two-way international direct investment system is of great significance in the promotion of the upgrading of China’s industrial structure and achieving high-quality economic development.Based on the coupling model,the present study constructs a two-way FDI coordination index,and analyzes the direct effect of two-way FDI coordination on industrial structure upgrading and its spillover effect by maximum likelihood method by means of spatial econometric model.The findings show that(1)two-way FDI coordination can promote industrial structure upgrading within one province by enhancing technological innovation capability and technological output advantages.(2)The existence of the siphoning effect of labor and capital factors makes two-way FDI coordination produce negative spatial spillover on the industrial structure of neighboring provinces at the provincial level.(3)Further research shows that the impacts of the twoway FDI coordination on industrial structure upgrading vary in geographical location and resource endowment.The present study of the impact of two-way FDI coordination on the upgrading of China’s industrial structure provides empirical evidence and policy implications for a comprehensive understanding of the relationship between“stabilizing foreign direct investment and outward foreign direct investment”and“building a powerful industrial country”,and for improving the performance of two-way FDI coordination in China.
