摘　　要：社区作为社会治理的基本单元,也是各种利益关系的交织处与冲突的多发地,及时有效地将社区冲突化解在萌芽状态,对于提升社区治理现代化水平与实现社区良治善治,意义重大且影响深远。社会组织作为基层治理创新的重要主体,在城市社区冲突化解过程中扮演着预报员、传声筒、协调者三种角色,但也面临着公共性不足、专业性不足、内生性不足等现实困境,导致社会组织在化解社区冲突过程中功效弱化。推进社会组织参与城市社区冲突化解可以从制度供给、专业建设、服务提升等三个层面着手,要进一步完善法律法规,厘清社会组织的功能定位;加强自身建设,提升社会组织自身的专业能力;强化资源链接,延伸社会组织的服务触角。As the basic unit of social governance,communities are also the intersection of various interest relationships and the frequent occurrence of conflicts.Timely and effective resolution of community conflicts at early stage is of great significance and far-reaching impact for improving the modernization level of community governance and achieving good governance in communities.Social organizations,as important entities in grassroots governance innovation,play three roles in the process of resolving conflicts in urban communities:forecasters,loudspeakers,and coordinators.However,they also face practical difficulties such as lacking of public accessibility,professional ability,and endogenous quality,leading to a weakening of the effectiveness of social organizations in resolving community conflicts.Promoting the participation of social organizations in resolving conflicts in urban communities can be achieved from three levels:institutional supply,service improvement,and professional construction.It is proposed to further improve laws and regulations and clarify the functional positioning of social organizations;Strengthen resource links and extend the service tentacles of social organizations;Strengthen self construction and enhance the professional capabilities of social organizations.
